Canada reduces the number of international students by 35% in 2024 – In danger there is opportunity!

On January 22, 2024, Canadian Immigration Minister Marc Miller announced a limit on the number of international students for the next 2 years. Specifically, the number of international students will decrease by 35% and only welcome 360,000 international students in 2024.

So why this decision? What impact will this have on international students? Let’s find out with Phan Immigration in today’s article.

Why has the Canadian government reduced the number of international students coming to Canada?

International students enrich the Canadian community and are an important part of the Canadian economy, culture and society. However, the Department of Immigration said that in recent years, the quality of life for international students in Canada is not guaranteed.

Specifically, the Department of Immigration said some schools have increased their enrollment of international students in Canada, but this does not include adequate and appropriate support to help international students study and succeed. In addition, the increasing number of international students also puts pressure on housing, the health care system, and other public services.

Therefore, reducing the number of international students coming to Canada in the next 2 years will help the Canadian Government stabilize and be able to better support students in Canada.

“International students are vital to Canada and enrich our communities. As such, we have an obligation to ensure that they have access to the resources they need for an enriching academic experience. In Canada, today, this isn’t always the case. Today, we are announcing additional measures to protect a system that has become so lucrative that it has opened a path for its abuse. Enough is enough. Through the decisive measures announced today, we are striking the right balance for Canada and ensuring the integrity of our immigration system while setting students up for the success they hope for.” – The Honorable Marc Miller – Minister of Immigration, Refugees and Citizenship Canada

Canada reduces the number of international students by 30% in 2024

The Ministry of Immigration will accept about 360,000 international students to Canada in 2024, a decrease of 35% compared to 2023. To bring fairness, the Ministry of Immigration will have a number target for each province and territory. One thing to note, international students need to request an Attestation Letter from a province or territory to submit to the Ministry of Immigration in their application to study abroad. Provinces will soon establish a process for issuing certification letters to students no later than the end of March 2024.

This temporary policy will apply for 2 years, 2024 and 2025, and the number of international student quotas for 2025 will be reevaluated at the end of this year. IRCC will continue to work with provinces and educational institutions to create policies that facilitate the development of international students in Canada.

Changes to the Post-Graduation Work Permit Program (PGWP):

+ From September 1, 2024, international students studying programs taught at private colleges affiliated with public colleges will not be granted post-graduation work permits.

+ Graduates of master’s programs and other short-term postgraduate programs will be eligible to apply for a 3-year work permit. Because currently, the criteria for applying for a PGWP is based on the length of the study program, which hinders master’s graduates from gaining work experience and the ability to transition to permanent residency.

In the near future, Open work permits will only be issued to spouses of international master’s/doctoral students. Spouses of international students at other levels of education (university and college) will no longer be eligible as before.

Combined, the changes are aimed at ensuring the rights of international students studying in Canada. At the same time, this will reduce the pressure on housing, health care and other utility services for the government and people.

In danger, there is opportunity – Will international students catch it promptly?

This new announcement has caused confusion among international students and Vietnamese parents. One perspective shows that the “door to study abroad” gradually becomes difficult and closes for international students when quotas decrease sharply.

However, overall, this new policy is a good point. Because this will limit the concentration of students in big cities and appropriately distribute international students to the provinces. However, the Canadian Government can stabilize the sponsorship system for students in Canada. From there, the upcoming batch of international students coming to Canada will have better opportunities to study and develop, compared to having to “fight” to find housing and job opportunities.

International students who want to study in Canada do not need to be confused or discouraged. Carefully prepare your application, English skills, and research your preferred majors and provinces. Once the provinces have their quotas and have completed the certification licensing process, you will be ready to apply.

The journey to study abroad and settle in Canada is not for everyone. Every individual has the opportunity to reach the dream of expanding knowledge. However, it depends on each person who will seize the opportunity and succeed in a foreign country.

Wishing all students will always be ready for the journey ahead! If you still have questions about the path to study abroad and settle down and have difficulty finding a major, please contact Phan Immigration now!
