Why has the Canadian government reduced the number of international students coming to Canada?

International students enrich the Canadian community and are an important part of the Canadian economy, culture and society. However, the Department of Immigration said that in recent years, the quality of life for international students in Canada is not guaranteed.

Specifically, the Department of Immigration said some schools have increased their enrollment of international students in Canada, but this does not include adequate and appropriate support to help international students study and succeed. In addition, the increasing number of international students also puts pressure on housing, the health care system, and other public services.

Therefore, reducing the number of international students coming to Canada in the next 2 years will help the Canadian Government stabilize and be able to better support students in Canada.

Canada reduces the number of international students by 30% in 2024

The Ministry of Immigration will accept about 360,000 international students to Canada in 2024, a decrease of 35% compared to 2023. To bring fairness, the Ministry of Immigration will have a number target for each province and territory. One thing to note, international students need to request an Attestation Letter from a province or territory to submit to the Ministry of Immigration in their application to study abroad. Provinces will soon establish a process for issuing certification letters to students no later than the end of March 2024.

This temporary policy will apply for 2 years, 2024 and 2025, and the number of international student quotas for 2025 will be reevaluated at the end of this year. IRCC will continue to work with provinces and educational institutions to create policies that facilitate the development of international students in Canada.

Changes to the Post-Graduation Work Permit Program (PGWP):

+ From September 1, 2024, international students studying programs taught at private colleges affiliated with public colleges will not be granted post-graduation work permits.

+ Graduates of master’s programs and other short-term postgraduate programs will be eligible to apply for a 3-year work permit. Because currently, the criteria for applying for a PGWP is based on the length of the study program, which hinders master’s graduates from gaining work experience and the ability to transition to permanent residency.

In the near future, Open work permits will only be issued to spouses of international master’s/doctoral students. Spouses of international students at other levels of education (university and college) will no longer be eligible as before.

Combined, the changes are aimed at ensuring the rights of international students studying in Canada. At the same time, this will reduce the pressure on housing, health care and other utility services for the government and people.
