16 newly eligible occupations in Canada for Express Entry programs
Updates NOC 2021 system for Express Entry
On November 16, 2022, IRCC announced the transition to the new 2021 version of the National Occupation Classification (NOC) replacing the current 2016 NOC system (NOC 2016). The NOC system is used to classify the different skilled occupations when applying to work in Canada or when calculating the Express Entry score.
This change has a direct impact on the candidates who created the Express Entry Scoring profile and have not received the invitation to apply yet. These candidates will need to update their profiles under the new version.
The current NOC 2016 classifies work experience by NOC skill levels O, A, B, C, D. As of November 16, 2022, IRRC will begin to apply the new Training, Education, Experience and Responsibilities (TEER) system.

The ineligible occupations become eligible to apply for the Express Entry programs.
- Payroll administrators – 13102
- Dental assistants and dental laboratory assistants – 33100
- Nurse aides, orderlies and patient service associates – 33102
- Pharmacy technical assistants and pharmacy assistants – 33103
- Elementary and secondary school teacher assistants – 43100
- Sheriffs and bailiffs – 43200
- Correctional service officers – 43201
- By-law enforcement and other regulatory officers – 43202
- Estheticians, electrologists and related occupations – 63211
- Residential and commercial installers and services – 73200
- Pest controllers and fumigators – 73202

According to the NOC 2021, the 16 above occupations are now eligible to apply under Express Entry programs.
By contrast, three occupations are excluded from the eligible occupations through Express Entry programs.

- Tailors, dressmakers, furriers and milliners – 64200
Why is it changing?

Canada announces Immigration Plan 2023-2025
Canada has made immigration a governmental priority in recent years to increase the admissions of immigrants to Canada to help curb the increasing labor demands and Canada’s aging population.
In 2021, Canada broke a historical record by welcoming over 405,000 new permanent residents. It is no surprise that immigration to Canada under the skilled categories, under the Express Entry program accounted for the largest part. Currently, Canada is well underway to meeting the 2022 immigration levels of 431,645 new permanent residents. By 2023, the target will increase to 465,000 new permanent residents, while it will reach 485,000 in 2024, further rising to 500,000 new permanent residents in 2025. Over 1,450,000 new permanent residents will be welcomed to Canada by 2025.

Canadian Economic Immigration Levels – 2017 to 2021
Canada has opened its doors to those who want to study in Canada or also work in Canada. Still, Canada’s ever-growing demand for new skills, business and support for the economy has pushed Canada to bring more permanent residents to Canada using immigration to Canada under the skilled categories.
The table below shows the increasing number of invitations to apply for immigration to Canada under the skilled categories. You can notice that in 2021, Canada increased the admission of economic immigrants by 146,549!

With the new immigration level measures, Canada plans to increase the targets for economic immigration to Canada under the skilled categories. By 2025, Canada will welcome up to 114,000 new immigrants under Express Entry and 117,500 for Provincial Nomination.
Federal Business Program increased targets.

In 2023, Canada will welcome 3,500 new businesses, 5,000 in 2024 and 6,000 new Canadian startup visa program applications in 2025.

International students: IRCC to allow more than 20 hours of off-campus work in Canada
IRCC Minister, The Honourable Sean Fraser, announced on October 7th new temporary measures to help ease the labour shortage in Canada. Starting November 15th, 2022, until December 31st, 2023, international students who study in Canada will no longer be limited to 20 hours of off-campus work in Canada during school sessions.

Why is this new measure coming into force?
Canada is currently facing an unprecedented labour shortage, and many employers are facing challenges in retaining their workforce. There are currently more than 500,000 students studying in Canada who could potentially work additional hours and help relieve the stress on the labour market.
Canada’s immigration programs help strengthen the economy and provide growth in the labour market. That is why Canada has multiple programs to help skilled immigrants find opportunities to work in Canada.
Canada’s labour shortage is greatly caused by an older and retiring workforce and post-pandemic economic recovery.
The current off-campus work in Canada program
Currently, international students who study in Canada are allowed to work in Canada during their studies for up to 20 hours a week if the employment is off-campus and full-time if the employment is on campus. This component of the study in Canada immigration program allows students to gain valuable work experience, perfect their language skills and get accustomed to the Canadian labour market.
But that is all about to change. Students will now have the opportunity to work in Canada for more than 20 hours off-campus and up to full-time if they want while they study in Canada.
Who does it apply to?
Once in place, by November 15th, these measures will apply to all students currently studying in Canada and to all new students coming to study in Canada during the time the pilot project is in place.
In order to qualify, you must be accepted at a school to study in Canada and be granted a valid study permit. Once your permit is issued and you travel to Canada, you will be able to look for an opportunity to work in Canada and start working right away.

First, everyone loves having money in their pockets, so this new announcement will allow those studying in Canada to work and earn more income.
But furthermore, students will be able to gain valuable experience working in Canada and be more prepared for post-graduation opportunities to work in Canada after their studies.

Express Entry Program: It’s time to apply!

Canada remains a top destination for immigrants
In 2021, Canada welcomed 405,000 new permanent residents, a record high number of admissions. Canada’s Express Entry program accounted for most of the new admissions, while other programs such as family sponsorships and international student graduates contributed to this all-time high number.
At the beginning of this year, IRCC announced a target of 431,000 new permanent residents to be admitted to Canada. So far, Canada has admitted 275,000 new permanent residents. Once again, the Express Entry program accounts for most of it.
The immigration backlog
It is no secret that Canada’s immigration system is experiencing a substantial backlog. Canada’s priority response to global humanitarian crises added to the long backlog that occurred over the pandemic.
Recently, Canada’s Immigration Minister Sean Fraser announced the ongoing efforts being deployed to reduce the immigration backlog. IRCC will hire 1,250 new employees by the fall to speed up the processing of all lines of business, including the Express Entry program.
This measure is in addition to the Express Entry program resumption of the invitation rounds, IRCC’s investment of CAD85 millions and other temporary policies to reduce the backlog.
